Import declaration for inward processing

When declaring imported goods for inward processing you must lodge an import declaration. This page can help you complete the declaration.

Declare according to the general rules, i.e. description of goods, commodity code, customs value, procedure cods etc.

If you hold a simplified declaration procedure authorisation, it specifies to which procedure the authorisation applies. If inward processing is not included, you are required to lodge a standard declaration. You can complement your authorisation for simplified declaration procedures via the Customs Decisions System (CDS).

How to declare

Please note that it is not possible to combine different procedures in a declaration for inward processing. Only a single procedure code (data element 11 09 000 000) may be entered in the declaration.

Commonly used codes

The codes provided below are the most common.

  • Data element 18 05 000 000 – Description of goods
    The description of the imported goods must correspond with the entries in the authorisation.
  • Data element 18 09 000 000 – Commodity code
    The description of the imported goods must correspond with the authorisation.
  • Data element 11 09 000 000 – Procedure
    For example,, enter one of the following codes:
    • 5100 (in the absence of any of the above procedures)
    • 5111 in cases of equivalent goods with prior exportation. A special permit is required for this.
  • Data element 12 12 000 000 – Authorisation
    Enter the authorisation number for inward processing.
    The authorisation number has the following format: SEIPOSE009251-YYYY-D-serial_#.
  • Data element 14 03 000 000 – Duties and taxes
    You are required to enter import fees even if Swedish Customs does not charge any fees.

Pay attention to the following data elements when completing the declaration:

  • Data element 11 09 000 000 – Procedure
    Enter code 5100 (if none of the above procedures apply).
  • Data element 12 02 000 000 – Additional information
    • Data element 12 02 008 000 – Code
      Enter code 00100 to apply for an authorisation in the customs declaration
    • Data element 12 02 009 000 – Text
      Enter information for code 00100. Provide the following information:
      • A description of the goods and method of identification
      • Rate of yield: expected material consumption
      • Economic conditions, Annex A of the Commission Delegated Regulation (EU) 2015/2447
      • Customs debt model according to article 85 or 86.3 (enter “no” if the customs debt model according to article 86.3 is applied)
      • Time and place of processing
    • Data element 12 02 008 000 – Code
      Enter code AVSLT.
    • Data element 12 02 009 000 – Text
      Enter the time of discharge or processing using numerical characters as a complement to the AVSLT code.
  • Data element 14 03 000 000 – Duties and taxes
    You are required to enter import fees even if Swedish Customs does not charge any fees.
