Transitional solution for an alternative approved location
Until it becomes possible to submit electronic declarations for temporary storage using an alternative approved location, the following transitional solutions should be used.
There are different transitional solutions depending on whether the goods arrive by ship or by air, or whether they are in transit to the site. There is also a solution for how to report discrepancies during the transition period.
At all times, it is important that customs supervision can be ensured.

Ships and aircraft
A declaration for temporary storage must be submitted to Swedish Customs when the goods are presented to Swedish Customs. During the transition period, the declaration for temporary storage will also constitute the notification of arrival of goods.
During the transition period, it is, among others, the facility operator who may submit a declaration for temporary storage to Swedish Customs. In the case of vessels, it may be a shipbroker who provides the information to another operator.
Temporary storage begins when the declaration for temporary storage is received by Swedish Customs. How you submit the declaration during this period differs between ship and air traffic.
By air
A declaration for temporary storage in air traffic is submitted to Swedish Customs by e-mail. The declaration must contain the information mentioned in the summary further down on this page.
The declaration can, for example, be an air-way bill containing the requested information.
From 1 December 2020, you should send temporary storage declarations to dtl@tullverket.se.
Enter the following in the e-mail subject line:
Location-of-goods-code_date-of-posting_DTL, i,e,. XXX_YYYYMMDD_DTL.
Vessels
In maritime traffic, the declaration for temporary storage must be the cargo declaration (FAL 2) submitted in MSW Reportal (Maritime Single Window). It is important that the operator who reports data on ship calls in MSW has access to the information related to the temporary storage to be entered in the cargo declaration (e.g. location of goods code).
What information should be submitted via the MSW.
Transit
The transitional transit solution assumes that operators of an approved location also are authorised consignees.
The goods are held in temporary storage when the transit procedure has been discharged. During the transitional period, the presentation notification and the request for an unloading authorisation for a transit declaration will also constitute a declaration for temporary storage. The aggregated information in the the NCTS (transit declaration and information from the authorised consignee) should contain the data mentioned in the summary further down on this page.
Once you have received the unloading authorisation decision, you can unload and check the goods. When the unloading results are sent to Swedish Customs, the goods must also be entered in the accounts in the quantity that has arrived. The goods can then be entered in the records for the completion of the transit procedure.

Combined flow (air or sea and transit)
In case of a combined flow to another authorised location, apply both transitional solutions as described above. It is helpful if the holder has some form of accounting, such as record keeping, to ensure customs supervision.
Discrepancies
When a discrepancy occurs, you must send a discrepancy message to Swedish Customs, regardless of when the discrepancy occurs or is discovered.
If the discrepancy is discovered in connection with the start of temporary storage, the discrepancy message must be submitted in connection with the declaration for temporary storage.
If the discrepancy arises or is discovered during storage or in connection with the notification of a new customs procedure, the discrepancy must be notified to Swedish Customs immediately by e-mail. In the message, you must state what the discrepancy concerns, for example whether too many or too few goods have arrived, and not the number that has arrived.
The discrepancy message should contain the following information:
- Date
- Warehouse ID/GLK
- Discrepancy, for example package or weight discrepancy, damage
- Missing seal, where applicable
- Information about the consignment’s MRN/goods number
- Contact information
From 1 December 2020, you should direct e-mails about discrepancies to tillfallig.lagring@tullverket.se.
Enter the following in the e-mail subject line:
Goods-location-code_placing-date_discrepancy, i.e., XXX_YYYYMMDD_discrepancy.
Information to include in a declaration for temporary storage (goods arriving by air or transit)
- Date of placing (date when the goods were received = day 1)
- Goods item number (in the case of multiple goods items: indicate the total number of goods items and enumerate each goods item from 1 and up. Alternatively, indicate the goods item number for each goods item in relation to the total number of goods items, for example, “goods item 2(7)” or “goods item 2 of 7”).
- Signature/authentication (contact details of the operator of the approved location)
- Previous documents (e.g., entry summary declaration and transit MRN)
- Additional information
- Submitted documents, certificates and authorisations, additional reference information
- LRN (until the launch of the digital solution, the cargo number replaces the LRN: LOCATION OF GOODS CODE-YEAR-p/n or LOCATION OF GOODS CODE-DATE
- Warehouse identifier (use code V for warehouse type followed by the approved location’s authorisation number)
- EORI number declarant
- EORI number representative
- Represenative status code (direct or indirect representation)
- Location of goods code
- Gross mass (kg)
- Product description
- Package type (e.g., “ct”)
- Number of packages
- Shipping marks
- Goods code (CN code – not required if there is a goods description)
- Identity of active means of transport on arrival
- Vessel: IMO or ENI code
- Flight: Flight number
- Transit by car: Registration plate number of the vehicle
- Transit by rail: Wagon number
- Container number
- Seal number (where applicable)
New e-mail addresses
From 1 December 2020, all e-mail related to temporary storage should be submitted to the following new e-mail addresses. Swedish Customs will no longer handle e-mail that is sent to the local clearance offices’ e-mail addresses, as these will no longer be in use.
