The New Computerised Transit System (NCTS)
When transiting goods under the transit procedure, the information must be registered in the New Computerised Transit System (NCTS). To submit transit declarations electronically via the NCTS, you need to register for communication via EDI (TVEDI).
NCTS, Phase 6
On 27 February, we transitioned to Phase 6 of the NCTS transit system.
Please note that all messages you submit to NCTS after 00:00 on 27 February must comply with the system specification and interaction specification for NCTS6, otherwise they will be rejected.

Note: Rejection message (IE056/ IE057)
If you receive a rejection message (IE056/IE057) with the error indication below, you have sent a message to NCTS with an incorrect collaboration specification.
We recommend that you contact your system supplier or internal support for assistance. There are probably pending updates for your system.

”AgencyAssignedCustomizationVersionCode” should be ”2” for NCTS-P6.
Error printing Transit Accompanying Document (TAD)
Swedish Customs has been made aware that there is an error when printing the Transit Accompanying Document (TAD) from Swedish Customs’ NCTS system. The error means that information is missing from the printout even if it is in the electronic declaration.
The missing information is:
Supporting Document reference number (ex reference to NZZZ), invoice reference number (ex reference to N380) and transport document reference number (ex reference to N740).
This applies to information at House Consignment level.
We have reported this error and are waiting for it to be corrected by the supplier. We'll get back to you with information when it's fixed.
NCTS is the system used for transit procedures for EU Member States and a number of countries that are part of the Transit Convention. NCTS is based on sending goods under transit procedure from a customs office of departure to be finalised at a customs office of destination.
NCTS has been upgraded a number of times with more functions. Release 5 of the NCTS is now implemented.
Changes with NCTS Phase 6
- You can no longer submit security and safety data in the transit system when importing goods. Security and safety data must instead be submitted in the import control system, ICS2.
- In the arrival notification, IE007, which you as an authorised consignee submit to Swedish Customs, incident data will be removed in Phase 6. This data should therefore no longer be submitted in Phase 6, in notification IE007.
- For exports followed by transit (Export Followed By Transit, EFBT), the maximum number of export MRNs that can be specified in a transit will be increased to 1999.

Phase 6 of the NCTS is not meant to introduce any significant functional changes compared with Phase 5.

Training compiled by the European Commission
Here we will publish materials presented at a training course developed by the European Commission on NCTS 6. The information provides a general understanding of the differences between Phase 5 and Phase 6. It also shows what applies to countries that have chosen to opt in or opt out, with regard to security and safety data (entry/exit summary declaration). As previously communicated, Sweden has chosen to opt out. This means that after 1 September 2025, Sweden will not accept entry summary declaration data sent in a transit declaration. Instead, it must be submitted via ICS2.

When things go wrong
Please contact Swedish Customs if incorrect information has been registered in the NCTS. An entry can be invalidated in some instances, for example if two identical transit declarations have been submitted. Once the goods have been placed under the transit procedure, a transit declaration cannot be annulled. In such cases, the transit declaration should instead be discharged with a discrepancy message.
Annulment of a transit procedure can be requested using the online service ‘Annul transit procedure’. Even if Swedish Customs cannot approve an annulment, it is important that you contact us so that we know that your procedures are in order.

Continuity plan for the NCTS
If you experience a system malfunction lasting more than 30 minutes, you must apply to Swedish Customs for the use of a continuity plan, formerly known as a fall-back procedure for transit.
