Basic requirements to apply for authorisation
- The company conducts or plans to conduct imports and exports.
- The company is registered with the Swedish Companies Registration Office (with exceptions for sole proprietors).
- The company has an EORI number.
Exporting goods falling within the scope of the EU-Türkiye Customs Union Treaty
When goods falling within the scope of the Customs Union Treaty you may issue a certificate, Movement Certificate A.TR., when the goods are in free circulation. Free circulation refers to when any applicable customs duty has been paid and there are no pending customs procedures relating to the goods or any materials, parts etc. from which the goods are made. The certificate is stamped by Swedish Customs at the time of exportation.
Exporters may apply for certification to issue Movement Certificate A.TR. in accordance with the simplified procedure. For this authorisation, regular exports are required and the exporter must be able to adequately demonstrate that the exported goods meet the requirements. After authorisation, the applicant will receive an authorisation number and is authorised to stamp A.TR. Certificates, using a stamp authorised by Swedish Customs. As an authorisation holder, you may issue a duplicate A.TR under the EU-Turkey Customs Union Agreement. However, you may not issue an A.TR certificate retrospectively. In this case, you must contact Swedish Customs.

Free trade agreements for certain goods
The Customs Union Treaty does not apply to coal and steel products, nor do specific agricultural products. There are designated free trade agreements between the EU and Türkiye for such goods. Certificates of origin may be issued for goods meeting the requirements in these agreements.
How to apply

If your company does not already have access to the online services, apply immediately to have access ready when you apply for the permit.
One or several representatives of the candidate company must be designated as responsible for ensuring that Movement Certificate A.TR. is only issued for goods meeting the criteria in the EU-Turkey Customs Union Agreement.
What happens when you get your permission?
Authorisation number
Any Movement Certificates A.TR. that you make out using your authorisation should be stamped in Field 12 using a stamp issued by Swedish Customs. The design and format of your stamp is indicated in your authorisation.
The holder of the authorisation has the following obligations:
- To continuously stay current with and observe any regulations that apply to issuing Movement Certificate A.TR.;
- To certify the validity of the issued Movement Certificates A.TR., and allow inspections of records and any circumstances invoked as the basis of the certificates;
- To retain copies of any issued Movement Certificates A.TR. for at least three years;
- To retain any evidence in support of the validity of the movement certificates for at least three years after the certificates were issued.
Follow-up and monitoring
Swedish Customs may conduct follow-ups with the holder of the authorisation and inspect the usage of the certificate. In such cases, we may need to visit the premises of the company and request any documents necessary for the inspection.
Upon request from the Turkish customs authority, Swedish Customs should inspect the evidence related to the Movement Certificate A.TR. referred to in the request. Depending on the circumstances, we may either visit the premises of the company or request that the documentation be sent to use. Swedish Customs may revoke the authorisation with immediate effect if it has been found to have been used unlawfully.
