Authorisation for temporary storage facilities

Goods arriving in the customs territory of the Union are automatically given the temporary storage status. In a temporary storage facility, non-Union goods can be stored while waiting to be placed under a customs procedure.

A temporary storage facility is usually located next to a harbour or an airport.

Who i eligible to be authorised ?

  • The company should have an EORI number.
    Find out more and apply for an EORI number (in Swedish).
  • The company should be incorporated in the EU.
  • The company should have available accounts in Sweden.
  • The company must provide a guarantee. In practise, this means that an authorisation to use a comprehensive guarantee that includes temporary storage is required. If you already hold this authorisation, due to other procedures or authorisations, you will have to apply for a modification of the authorisation to include temporary storage.

  • Swedish Customs should have the means to perform customs supervision without requiring administrative arrangements that are not in proportion with any benefits derived from the authorisation by the company.
  • The company should keep suitable records in a format approved by Swedish Customs.

  • The company should provide sufficient guarantees for the correct execution of its operations. For example, the company is responsible for ensuring that the goods are not removed from customs supervision.
  • The company must actually operate the facility. It is not possible to obtain an authorisation for a facility operated by another operator.
  • The company must not conduct retail sales on the site.
  • The company must have a facility equipped for the goods stored, i.e. if there are goods that pose a hazard or have special requirements, the right equipment must be available for them.

How long can goods stay in a temporary storage facility?

Goods coming from a non-EU country, non-Union goods, can be stored in a temporary storage facility for 90 days. You as a warehouse keeper or your customer must place the goods under a customs procedure or re-export within the time limit.

Storage in a temporary storage facility

Any person intending to store their goods in a temporary storage facility should submit all necessary information about the goods to the storage keeper.

Special provisions apply to forwarding, storage of Union goods and handling of goods.

How to apply

Apply for authorisation in the EU Customs Decisions System, CDS. This is also where you will receive your decision and any other messages from Swedish Customs with regard to your application.

To access the CDS, you need authorisation to use the online services on tullverket.se. If your company currently does not have access to the online service, please apply immediately, in order to gain access in time to apply for authorisation.

Amending your authorisation

If you need to amend the information in an authorisation for temporary storage, please use Swedish Customs’ Decision System (CDS). To access the system, you need authorisation to use the online services on tullverket.se.

What happens once you are authorised ?

The supervising customs office will supervise the operation of the facility.

Any formalities that apply to your company are provided in the authorisation.

The authorisation is only valid for the economic operator that is indicated as the holder of the authorisation. The holder should fulfil any obligations that follow from the authorisation.
