As of 1 March, Swedish Customs will provide new possibilities to settle the customs debt and VAT that arise in the event of a deviation that has occurred during storage under the customs warehousing procedure.
When a customs debt as a result of non-compliance arises during storage in a customs warehouse, the warehouse keeper has previously been able to submit a debiting document to Swedish Customs by entering the code LAGER in data element 12 02 008 000 and, as a result of this, been able to settle the customs debt.
A new assessment has been made, and to be in line with the legislation the debiting document has been deemed to be a customs declaration. Therefore, the following will apply from 1 March:
- The basis for debiting is to be considered to be a standard customs declaration (code LAGER declaration).
- A code LAGER declaration shall be handled as a standard customs declaration import (IMDS).
- Code LAGER must be entered in data element 12 02 008 000.
- Code LAGER can only be entered if the procedure code is 4071 and in the IMDS message.
- Declarant and warehouse keeper must be the same person.
- Favourable tariff treatment of goods, relief or total or partial exemption from import duty is applicable and can be claimed.
- Competent authority for VAT can be Swedish Customs or the Swedish Tax Agency.
- The rule SE-R0284 – In the case of VAT, the code for 'Type of tax' must be B00 when code LAGER is entered in 'Additional information - code' – will be removed in the next delivery of specifications (SCTS-IMPORT)

Updated technical specifications SCTS-AESNP for new subscription messages for export
During the autumn 2025, we have informed at the system developers meetings that Swedish Customs will implement subscription messages for export and exit. The messages will be implemented in production in the end of April 2026. The specification now includes information about the planned messages EXPI and EXTI as well as the conditions for recipient code and the system-to-system solution. Further information will be shortly published in our newsletter Tullnytt and on our website, in the meantime, see the technical specifications.

New version of DDNXA 5.16.1 v2.0 will be introduced on February 27, 2026. Appendix X to the new version of DDNXA that comes into effect on February 27 will consist of a special edition with version DDNXA Appendix X 5.15.2 v2.02.

Technical problems for the parallel test environments for NCTS
The installation that was due to be in place tomorrow did unfortunately not go as planned. These are the prerequisites for the test environment for NCTS-5 and NCTS-6 until further notice:
- the company test environment will only support NCTS Phase 6
- final tests can only be performed for Phase 6

On Friday 23 January 2026, Swedish Customs will implement the possibility to test both NCTS phase 5 and phase 6 in our Company Test Environment. Due to this implementation, it will not be possible to use the test environment for NCTS on Thursday 22 January between 09:00-14:00.
The testing will be done on alternate days as stated below until NCTS phase 6 is fully implemented in production.
- NCTS phase 6: Monday – Thursday
- NCTS phase 5: Friday – Sunday
The environments for the phases will change at midnight (00:00) with an expected downtime for 30 minutes.
To test each phase it is important that the correct ’Agency Assigned Customization Code’, is used. Use 1 when testing NCTS phase 5 and use 2 when testing NCTS phase 6.

The message specification for SCTS-AESNP has been updated with regard to process maps, process descriptions and sequence diagrams, as applications for amendment and communication of grounds are not handled via S2S.

Final test and test information for EIDR export according to SCTS-AESNP is available. The published test information “Grunddata” should be used for tests if you do not have a valid authorisation for EIR for production.
A new version of SCTS-AESNP is planned to be published in mid-January 2026. Note that the test environment is already updated according to the new specifications.

Changes in SCTS-AESNP regarding EIDR Export
Swedish Customs has decided that the message EKEC – Export - Application to amend the supplementary declaration for EIDR will not be provided as an EDI-message. Instead an application of amendment shall be submitted via our e-services, in the same way as it is done for standard customs declaration for exports, status exported.
An updated version of the technical specifications SCTS-AESNP will be published as soon as possible. Until then we ask you to disregard any reference to EKEC in the specifications.

Declaration for temporary storage prior to the presentation of goods (TSDP) for transport by sea
As of 2 December 2025 it will be possible to submit a Declaration for temporary storage declaration prior to the presentation of goods (TSDP) directly to Swedish Customs for goods arriving by sea. Therefore, a new final test for system developers is now published. The final test number 11 is a complement to the existing final tests for TSDP but adapted for when goods arrive with sea transport and information of the arrival of goods is submitted via the Swedish Maritime Administration’s reportal Maritime Single Window (MSW).
If you as system developer is already approved for the TSDP message you do not need to submit the new final test. However, we recommend that you ensure the declaration of information by performing test case number 5. If your will develop support for TSDP, the new final test will be included in the final test package for TSDP.

Ensure that the information communicated by Swedish Customs is also the latest version in your own customs system (messages ending in -FF, -EF, -AP or -EP).

Messages ending in -FF or -EF may contain:
- unchanged information, or
- amended information – either because a request for amendment has been approved, or because Swedish Customs has determined that other information is correct.

Swedish Customs provides information on the establishment of correct data through the following messages:
- standard customs declaration (IMFF/IMAP)
- low value declaration (ILFF/ILAP)
- simplified declaration (IFFF/IFAP)
- supplementary declaration following a simplified declaration (IKFF/IKAP)
- presentation notification for EIDR (IEFF/IEAP)
- supplementary declaration following EIDR (IKEF/IKEP)
The information communicated by Swedish Customs in messages ending in -FF, -AP, -EF, or -EP will constitute the data that applies in the latest version of the case.
As a declarant, you therefore need to ensure that the information communicated by Swedish Customs in these messages is also the latest version in your own customs system.

Clarification regarding the news about new functionality new functionality regarding EORI number in NCTS phase 5 from 26 November 2025
According to the specifications (DDNTA 5.15.2 v2.0.0) the transit system (NCTS) should handle EORI number according to the established rules. The Swedish Customs will update the validation regarding this on the 26 November 2025. The rules affected are: C0250, R0840, R0850, R0851 and G0120. However, please note that we will continue to provide information about name and address in the messages IE029 and IE045 when there is a valid EORI number.
When the implementation of NCTS phase 5 took place (January 2024) this functionality regarding the EORI number was not implemented. Because of this it has been possible to combine name and address together with the EORI number in the transit declaration up until now.
As of the 26 November 2025 the following changes regarding the before mentioned rules will come into effect:
- EORI number or name and address has to be declared in the transit declaration. You cannot combine this information in the declaration.
- There are situations when the EORI number has to be declared.
- Only valid EORI numbers are to be used in the declaration.
- The EORI number used has to have the correct format.
- The rules are specific to each applicable field in the transit declaration (see DDNTA 5.15 v 2.0.0 for more information)
- The transit declaration will be rejected if the rules regarding EORI number are not followed.
If an EORI number is declared in the transit declaration the number will be validated and the information regarding name and address will be retrieved from the EORI database. The information gathered from the database will be added to the transit declaration. If the information regarding the identification of the economic operator is declared wrong, the declaration will be rejected and the declaration has to be corrected and resent.
The functionality described above will be implemented 26 November 2025. On this day, there will be planned maintenance to implement the upgrade between 20.00-00.00.

- C809 - Export authorisation by virtue of article 4 paragraph 2b of Council Regulation (EU) 833/2014
- Y762 – The prohibitions defined in article 4 paragraph 1 of Council Regulation (EC) No 833/2014 do not apply (see exemptions in article 4 paragraph 2)
- Y759 – Goods other than those described in the Common Military List of the European Union.

New implementation date for NCTS phase 6
Swedish Customs has previously planned for an implementation of NCTS phase 6 on 16 November 2025. The implementation is now planned to take place at the end of February 2026. In the meantime, all transit declarations should continue to be submitted in NCTS phase 5.
No changes in the current NCTS product are necessary. However, note that the possibility to submit ENS data in NCTS Phase 5 declarations was discontinued on 1 September.
The company test environment is updated to NCTS phase 6. If there is a need to perform tests for NCTS phase 5 during this period please contact the EDI test function.

Procedure code 3171 can be combined with other procedure codes in the same customs declaration
The restriction that procedure code 3171 (Re-export of goods that have been subject to the customs warehousing procedure) could not be combined with other procedure codes is no longer applicable and has been repealed as from 11 September. This means, for example, that a customs declaration can be submitted with both procedure codes 1000 and 3171 in the same declaration.
The Swedish Customs allows procedure code 3171 to be combined with requested procedure 10, 11 or 23. However, please note that there are still certain restrictions under the legislation on combining procedure codes. It is not possible to combine with requested procedure 21 or 22. Declarations for use in trade with special fiscal territories can only refer to requested procedure 10.

Transit in NCTS – pre-requisites for the production environment up until the launch of NCTS Phase 6
Swedish Customs has planned the launch of NCTS Phase 6 in the production environment for 16 November 2025.
During the period between 5 September until 16 November, the NCTS production environment will continue supporting only NCTS Phase 5. Note that the possibility to submit ENS data in NCTS Phase 5 declarations was discontinued from 1 September.
In order to use NCTS Phase 5 until 16 November 2025, declarants must continue to base the NCTS messages on the following:
- SCTS-NCTS Phase 5 DDNTA 5.15.2, incl. Samverkansspecifikation (AgencyAssignedCustomizationVersionCode=1).
After transition to NCTS Phase 6 on 16 November 2025, declarants shall base the NCTS messages on the following:
- SCTS-NCTS Phase 6 DDNTA 6.4.1, incl. Samverkansspecifikation (AgencyAssignedCustomizationVersionCode=2).

Transit in NCTS – pre-requisites for the test environment
Swedish Customs will upgrade our test environment to NCTS Phase 6 on 10.00 CET Friday 5 September 2025.
Please observe that after the upgrade to NCTS phase 6, the following shall apply for testing of NCTS Phase 5 and NCTS Phase 6:
- the company test environment will only support NCTS Phase 6
- final tests can only be performed for Phase 6
- messages shall be based on NCTS Phase 6 XML scheme
- technical specification SCTS-NCTS DDNTA 6.4.1 incl. Samverkansspecifikation (AgencyAssignedCustomizationVersionCode=2) shall be used
- Our base data for testing does not change between NCTS Phase 5 and NCTS Phase 6
- Transit Accompanying Document (TAD) does not change between NCTS Phase 5 and NCTS Phase 6.
Please note further that since NCTS Phase 5 is no longer supported in the test environment, the value AgencyAssignedCustomizationVersionCode=1 shall be invalid.
If your company and system solution are already approved for Phase 5 it is not necessary to submit new final tests for Phase 6.

Temporary storage – authorisation holders – discrepancy report (SCTS-TSHOA)
Our test environment and final tests are available from 1 September for discrepancy report (TSDI) via EDI for authorisation holders for temporary storage. The production date for TSDI will be on 1 December 2025. It will also be possible to submit discrepancy reports via our online service as of 1 December 2025. Final date to start reporting temporary storage discrepancies via EDI or via our online service is on 31 of March 2026. It will no longer be possible to submit discrepancies via email as of 1 of April 2026.

We ask you to prepare in your systems when the measure 737 is put into operation on Monday, september 1.
The new document codes for measure 737 introduced in the Customs Tariff are as follows:
- Y759 – Goods other than those described in the Common Military List of the European union.
- Y762 – The prohibitions defined in article 1ab.1 of Council Regulation (EC) No 765/2006 do not apply (see exemptions in article 1 ab.2-3)

In current versions of CWPR and TSPR, it is not possible to link container numbers to correct goods items in cases where the messages are based on import declarations. On September 3, a change will be made that will mean that container numbers will be sent out at goods item level even in cases where they are based on import declarations. This means that the CWPR and TSPR will have the same appearance regardless of whether it is a customs warehouse declaration or an import declaration that is the basis for them. New versions of the document “Förtydligande information CWPR och TSPR” are published under SCTS-CWHOA and SCTS-TSHOA respectively.
