Harbours and other ports of call

The following list contains harbours and other ports of call designated by Swedish Customs for presentation notifications and arrival notifications.

Conditions

The customs formalities to be completed at the designated port depend on which the circumstances of the individiual vessel.

Find the conditions in the relevant section below.

The arrival of the vessel must be notified to Swedish Customs (Article 133 of the Customs Code).

The goods must be brought to a designated port (Article 135 of the Customs Code, Chapter 5, Section 1(1) of the Provisions on Customs Matters).

The goods should not be presented to customs (Article 139(2) of the Customs Code).

Two types of transit movements are possible for goods transported by sea:

  • Electronic Transport Document (ETD) as transit declaration
  • Transit movement (T1 or T2) registered in the NCTS system.

Goods transported with an Electronic Transport Document (ETD) as transit declaration

  • The arrival of the vessel must be notified to Swedish Customs (Article 133 of the Customs Code).
  • The goods must be brought to a designated port (Article 135 of the Customs Code, Chapter 5, Section 1(1) of the Provisions on Customs Matters).
  • The goods should be presented at the customs office of destination. As a result of this notification, Articles 140 and 144-149 TX apply (Article 141(2) TX).
  • The goods may only be unloaded after an unloading authorisation has been obtained (Article 140 of the Customs Code).

    Swedish Customs will not authorise unloading unless a declaration for temporary storage has been lodged indicating an approved location within the port area where the goods will be kept in temporary storage, or a customs warehouse declaration has been lodged prior to arrival indicating that the goods will be kept in a customs warehouse facility in the port area, or a customs declaration for release for free circulation, specific use or processing has been lodged prior to arrival.

  • Non-Union goods that have been presented to Swedish Customs are in temporary storage (Article 144 of the Code). The goods must be covered by a temporary storage declaration (Article 145 of the Customs Code, Chapter 6 Section 6(2) of the Provisions on Customs Matters)

Goods transported with a transit movement (T1 or T2) registered in the NCTS system

  • If the goods are carried by a regular shipping service (RSS), the arrival of the vessel does not have to be notified to customs. An RSS line is usually compared to a bridge between two EU countries.
    • The goods are transported to an authorised consignee or customs office that completes the transit. The rules of the transit procedure apply.

  • If the goods are not carried by a regular shipping line, e.g. shipping traffic from the UK and Norway, the arrival of the vessel must be notified to customs (Article 133 of the Customs Code).
    • The goods must be brought to a designated port (Article 135 of the Customs Code, Chapter 5, Section 1(1) of the Provisions on Customs Matters).
    • Unloading authorisation from the ship clearance office is required to unload the goods from the ship.
    • The goods must be declared at a customs office of transit (if arriving from the UK and Norway), and transported to an authorised consignee or customs office. The rules of the transit procedure apply.

The arrival of the vessel must be notified to Swedish Customs (article 133 of the customs code).

The goods must be brought to a designated port (Article 135 of the Customs Code, Chapter 5, Section 1(1) of the Provisions on Customs Matters).

  • Vessel carrying Union goods
    • The goods must be presented to Swedish Customs (Article 139 (1) of the Customs Code)
    • The goods may only be unloaded after an unloading authorisation has been obtained (article 140 of the Customs Code).
    • The goods may be removed from the place of notification only after authorisation from Swedish Customs (article 139 (7) of the code).
    • In the specific cases where Union goods enter the customs territory of the EU after having temporarily left the territory without changing their customs status, the means of transport and the goods do not need to be declared or the authorisation for unloading is not required (Article 136(3) of the Code, with reference to Article 155(2), and Article 119(2) to (3) and 120 to 122a of the Delegated Regulation).
  • Vessel carrying non-Union goods
    • The goods must be presented to Swedish Customs (article 139(1) of the Customs Code ).
    • The goods may only be unloaded after an unloading authorisation has been obtained (article 140 of the Customs Code).

      Swedish Customs will not authorise unloading unless a declaration for temporary storage has been lodged indicating an approved location within the port area where the goods will be kept in temporary storage, or a customs warehouse declaration has been lodged prior to arrival indicating that the goods will be kept in a customs warehouse facility in the port area, or a customs declaration for release for free circulation, specific use or processing has been lodged prior to arrival.

    • The goods may be removed from the place of notification only after authorisation from Swedish Customs (article 139(7) of the Code).

      Swedish Customs will not authorise the removal of the goods from the place of declaration unless a temporary storage declaration has been lodged indicating an authorised place within the port area where the goods are to be kept in temporary storage, or the goods have been released for the customs warehousing procedure, or the goods have been released for release for free circulation, specific use or processing.
    • Non-Union goods that have been presented to Swedish Customs are in temporary storage (Article 144 of the Code). The goods should be covered by a temporary storage declaration (Article 145 of the Customs Code, Chapter 6 Section 6(2) of the Provisions on Customs Matters).
