EU Customs and Fiscal Territories

For private individuals, different rules apply depending on whether you are shopping within or outside an EU country. Some EU countries have regions that do not belong to the EU Customs Union or Fiscal Territory, and different rules apply there.

  • Monaco (not a Member state, but follows the same rules as Member States)
  • The Netherlands
  • Northern Ireland (part of the UK , but follows the same rules as Member States)

  • Slovenia
  • Spain
  • Sweden
  • Czechia
  • Germany
  • Hungary
  • Austria

When shopping in an EU Member State, you are not required to pay customs duties or VAT.

Restrictions and excise duty

For certain goods, there are restrictions on how much you can bring into Sweden. Excise duty may also apply, for example on alcohol and tobacco.

Not all countries in Europe belong to the EU, for example Norway, Iceland, the United Kingdom, Switzerland and Ukraine.

Other territories

  • Finland: Åland
  • Spain: Canary Islands
  • Greece: Mount Athos
  • France: Overseas departments: Guadeloupe, French Guiana, Martinique, Réunion, Mayotte
  • San Marino (customs union agreement with the EU)

In these territories, you pay VAT but no customs duties.

For certain goods, there are restrictions on how much you can bring into Sweden. Excise duty may also apply, for example on alcohol and tobacco.

  • France’s overseas territories, for example New Caledonia
  • Germany: Büsingen and Helgoland
  • Italy: Livigno, Campione d’Italia and the Italian parts of Lake Lugano
  • Spain: Ceuta och Melilla (in Nord Africa)
  • Andorra (some goods are duty-free)
  • The Farao Islands (belong to Denmark, an EU country, yet are not considered part of the EU)
  • Greenland (belongs to Denmark, an EU country, yet are not considered part of the EU)
  • The Vatican State

In these territories, you pay VAT and customs duties.
