Procedure for centralised clearance – Pre-lodged simplified declaration

Here you can read about how it works when you use centralised customs clearance and pre-lodge a simplified customs declaration to Swedish Customs.

Those who have authorisation for centralised clearance in Sweden send their customs declarations to Swedish Customs (Supervising Customs Office, SCO) for goods entering another Member State (Presentation Customs Office, PCO). A declarant with an authorisation for centralised clearance can also use a customs representative for their contacts and communication with Swedish Customs. In this case, the customs representative acts on behalf of the declarant as a direct customs representative. In the case of indirect representation, it is the customs representative who must have the authorisation for centralised clearance.

An authorisation is required if the declarant wants to use simplified declarations as part of CCI.

In the description below, it is stated that Swedish Customs will communicate with the declarant, regardless of whether the communication takes place directly with the declarant or via their representative.

Process description

When using a pre-lodged simplified declaration for centralised customs clearance for goods from countries outside of the EU you should always lodge a customs declaration with Swedish Customs (SCO). The goods will then enter the EU in another Member State (PCO). The declarant draws a simplified declaration and lodges it digitally with Swedish Customs. The customs declaration should contain a Local Reference Number (LRN).

Swedish Customs receives the standard customs declaration and verifies that the information is correctly entered.

  • In the event of errors, the customs declaration will be stopped. A message will be sent to inform the declarant that the transit declaration cannot be processed. The declarant will be given an opportunity to amend the errors and re-submit the customs declaration.
  • If the information is correct, a message will be sent to the information provider to inform the declarant that the transit declaration has been received.

In the next step, the system will cross-check the information against TARIC and applicable authorisations.

  • If any if these entries are incorrect, for example, if a commodity code that does not exist in TARIC is used, a message will be sent in the customs declaration to inform the declarant of errors (received with errors). The declarant will be given an opportunity to amend the errors and re-submit the customs declaration.

A file will now be created with Swedish Customs.

The information in the customs declaration will be sent to the PCO, which will also verify the information.

Once the PCO has verified the information in the declaration, they will send a response to the SCO.

A confirmation of receipt of the customs declaration is sent to the declarant. As long as the declaration has this status, it is possible to supplement information by submitting an amendment. If the declarant corrects the information in the customs declaration, a new transaction will not be created. Instead, a new version of the transaction replaces the previous version.

  • Message that a simplified declaration has not been lodged.

If goods are not presented to customs within the established deadline, the customs declaration will no longer be considered to be Registered. The declarant and the PCO will be notified via a digital message. The declarant and PCO will then know that the presentation notification has not been received and that the simplified declaration is not considered Registered.

When the goods arrive, they should be presented to Swedish Customs. This is done by submitting a digital message to the SCO.

If the goods are received by the deadline, the information is checked and linked to the customs declaration. A message confirming receipt of the notification is sent to the declarant.

In cases where the notification does not fulfil the technical requirements, it is not accepted and declarant is informed of this and given information on what needs to be done. Once the errors have been corrected, the declaration can be resubmitted.

The system performs certain checks to ensure the quality of the information provided in the declaration.

In cases where a declaration does not fulfil the requirements, the declarant is informed of the identified errors. The information provider will be given an opportunity to amend the errors and re-submit the corrected notification.

If the notification fulfils the requirements, the activity Link the notification to the existing customs declaration is carried out, where a status ‘Received’ message is sent to the declarant and the deadline for submitting a notification is stopped.

The SCO and PCO then carry out a check to ensure that the information in the customs declaration is correct and that all mandatory fields are completed. If the result of the check is that the customs declaration can be accepted, the case is processed further.

The SCO accepts the simplified declaration and an MRN number is generated.

If the customs declaration cannot be accepted, a message is sent to the declarant and to the PCO stating that the customs declaration has been rejected in advance.

The SCO informs the declarant and the PCO that the pre-lodged declaration is accepted. The confirmation contains the MRN. The process then switches to the process for simplified declarations under step 6, ‘Processing simplified declarations’.
