Procedure for centralised clearance – Amending a standard customs declaration, simplified declaration or supplementary declaration after the goods have been released.

Those who have authorisation for centralised clearance in Sweden send their customs declarations to Swedish Customs (Supervising Customs Office, SCO) for goods entering another Member State (Presentation Customs Office, PCO). A declarant with an authorisation for centralised clearance can also use a customs representative for their contacts and communication with Swedish Customs. In this case, the customs representative acts on behalf of the declarant as a direct customs representative. In the case of indirect representation, it is the customs representative who must have the authorisation for centralised clearance.

In the description below, it is stated that Swedish Customs will communicate with the declarant, regardless of whether the communication takes place directly with the declarant or via their representative.

Process description

The declarant draws an amendment request and lodges it digitally to Swedish Customs. An amendment request has the same format as a customs declaration and contains the same number of details.

It should also contain the same LRN number as the customs declaration you want to amend.

Swedish Customs (SCO) receives the amendment request and verifies that the information is correctly entered. In the event of errors, the request will be halted. A message will be sent to inform the declarant that the request for amendment cannot be processed. The declarant then has the opportunity to correct the identified errors and resubmit the amendment request.

If the information is correct, a message will be sent to the declarant that the request is well received.

In the next step, Swedish Customs’ system verifies that the status of the customs declaration allows amendments. Swedish Customs will also check that the data provided correspond with TARIC and any applicable authorisations.

If any of these entries are incorrect, for example, if a commodity code that does not exist in TARIC is used, a message will be sent to inform the declarant of the identified errors (received with errors). The declarant then has the opportunity to correct the errors and resubmit the amendment request. Once the amendment request is complete, it is linked to the existing declaration. The link is made through the LRN number.

A file will now be created with Swedish Customs.

The information in the request for amendment will be sent to the PCO, which will also verify the information.

Once the PCO has verified the information in the request for amendment, they will send a responce to the SCO.

If no errors are found in the above checks at the SCO and PCO, the declarant will be sent a confirmation of receipt .

Swedish Customs (SCO) will now confirm that the information in the application is correct and can form the basis of a decision in the matter.

The declarant receives any digital messages from Swedish Customs requesting supporting documents.

Supporting documents should be submitted via Swedish Customs’ online service Uppladdning av handling (uploading documents). A link to this online service is included in the message; however, your company needs access to the online services.

Swedish Customs (SCO) issues a decision to accept or reject the amendment request.

  • If the amendment is accepted, customs duty is applied based on the amended information in the standard customs declaration or supplementary declaration.
  • If Swedish Customs finds that the amendment request will have to be rejected, a consideration of this will be sent to the declarant, who will then have 30 days to submit an opinion.
  • If the amendment request is rejected, after the declarant has had the opportunity to comment, the process will be closed without any changes being made. The declarant and the PCO will be notified.
  • If the amendment request is authorised after consultation, a decision will be sent to the declarant and the PCO.

  • If Swedish Customs allows the amendment request, the declarant receives a new decision based on the amended data.
  • If Swedish Customs sees that the amendment request will have to be rejected, the declarant will receive a consideration. They will then have 30 days to submit an appeal.
  • If the customs authority rejects the amendment request after the declarant has had the opportunity to appeal, a rejection decision will be received.
  • If the amendment request is approved upon appeal, the declarant will receive a decision.

In cases where the request for amendment is allowed, the warehouse keeper receives an updated notification that the goods may be removed/released.
