Indicate the number of packages when storing goods at a temporary storage facility

It can be difficult to assess what counts as a package. Does a container, or the boxes inside the container, count as a package? Or even the individual items? It depends.

Example

In the examples below you can see how to determine the number of package. Each example deals with goods arriving at or leaving a customs warehouse or a temporary storage facility.

Please note that the list is not exhaustive and that obligations set out in authorisations are not included on this page. In general, a holder of an authorisation is always obliged to facilitate customs supervision and report any errors to Swedish Customs.

A port with a temporary storage facility receives containers that are unloaded immediately from a container vessel to the facility.

The purpose of the facility is not to unpack the container, but to hand out the entire container to a customer.

According to the shipping documentation, the container contains goods that are packaged in 20 labelled boxes. Each box in turn contains 10 smaller boxes or items, each labelled individually. This means that the container contains 200 small labelled boxes or items.

In this case, you should indicate the number of packages as follows:

  • The entry document to the facility should state that the container in question contains 20 labelled boxes, i.e., 20 packages.
  • The temporary storage facility´s records should state that there are 20 packages in the container.

Even if the holder of the authorisation chooses to hand over an entire container without counting the contents, the holder of the authorisation is responsible for ensuring that no goods are lost or destroyed on the site, regardless of whether these goods are stored inside the container. The holder of the authorisation is always required to keep up-to-date records.

The container in example 1 is moved from the temporary storage facility in the port (facilty 1) to a diffrent temporary storage facility inside the country (facility 2).

Facility 2, which will receive the transit movement, is adapted to receive and unload containers. The purpose is to sort the packages once they have been unloaded and forward them to a final consignee.

According to the shipping documentation, the container contains goods that are packaged in 20 labelled boxes. Each box in turn contains 10 smaller boxes or items, each labelled individually. This means that the container contains 200 small labelled boxes or items.

In this case, you should indicate the number of packages as follows:

  • The transit documents should indicate that 20 packages are transited from fracility 1. The container number of the container should also be indicated.

  • The records of facility 1 should show that 20 packages have left the facility and that these are transported in the container indicated.

  • Facility 2 will receive the transit movement, discharge the transit procedure and count the 20 packages. The records of facility 2 should contain information form the holder of the authorisation that 20 packages have arrived in the current transit movement, the documents for which are used to introduce the goods to facility 2.

The container in example 1 is transited from the temporary storage facility in the port to a customs warehouse.

The purpose is to unpack the goods at goods item level at the customs warehouse.

In this case, you should indicate the number of packages as follows:

  • The transit document should indicate that 20 packages are transited from the temporary storage facility. The container number of the container should also be indicated.
  • The records of the temporary storage facility should show that 20 packages have left the facility and that these are transported in the container indicated.
  • The customs warehouse will receive the transit movement, discharge the transit procedure and count the 20 packages. Subsequently, a customs warehouse declaration is submitted to start the customs warehouse procedure.
    Indicate the package number as follows:
    • 6/9 (package type) – Enter CT (for boxes)
    • 6/10 (number of packages) – Enter 20 units
    • 6/11 (goods labels – Describe the labels on the packages containing the goods.

  • In the records of the customs warehouse, the holder of the authorisation enters that 20 packages have been placed under the customs warehouse procedure and are now stored at the customs warehouse.
  • The 20 packages are then unpacked into 200 boxes or articles. This is noted in the records of the customs warehouse as an annex, in accordance with Annex 71-03 of the UCC Delegated Regulation.

A vehicle for transport by road arrives at the customs warehouse in example 3 to collect 195 boxes or items. A declaration for release for free circulation is made for these items.

At the customs warehouse, the goods are now unpacked into 200 boxes or items, and this is recorded in the customs warehouse records.

In this case, you should indicate the number of packages as follows:

  • Before these goods leave the customs warehouse a declaration for release for free circulation is made.
    Indicate the package number as follow:
    • 6 (number of packages) – Enter 195 packages
    • 31 (package type) – Enter CT (for boxes)
    • 31 (number of packages) – Enter 195 units
    • 31 (goods labels) – Describe the labels on the packages containing the goods.

  • The holder of the customs warehouse authorisation receives a release note (UTL) stating that 195 packages are to be released on a specified customs ID.

  • The holder of the authorisation releases the correct number of packages and at the same time notes in the records that the customs warehousing procedure has been discharged for the 195 packages, by referring to the relevant customs ID.

A vehicle for transport by road arrives at the customs warehouse in example 3 to collect goods. In this example, the 200 boxes or items have been re-organise into 10 large boxes. The boxes will transit from the customs warehouse.

When the customs warehouse repacked the 200 boxes or items into the 10 larger boxes, this was recorded in the customs warehouse records.

In this case, you should indicate the number of packages as follows:

  • The transit documents should indicate that 10 packages are transited from the customs warehouse.

  • The customs warehouse records should state that 10 packages have left the customs warehouse after being placed under the transit procedure.
