Unmanned border crossings, rail transport
The following list indicates the border crossings for rail traffic at the Norwegian border that Swedish Customs has designated for arrival.
If the goods are placed in transit, the transit procedure rules will apply.
Conditions
- The rail transport and the goods carried must be brought to a designated railway crossing (Article 135(1) of the Customs Code, Chapter 5, Section 10 of the Customs Code).
- There must be no need to store the goods at the designated railway crossing.
- To present goods at the designated location, a customs declaration for release for free circulation, customs warehousing, end-use or processing must be lodged prior to the presentation notification (pre-lodged), at the earliest 30 days before the goods are expected to be presented to customs (Article 171 of the Customs Code).
- A notification must be sent to customs at least one hour before crossing the border or already at departure if the transport is expected to take less than one hour.
- Goods must be presented to customs (Article 139(1) of the Customs Code) immediately upon arrival at the designated railway crossing.
- In order to ‘activate’ and enable the approval of a customs declaration lodged before the arrival of the goods is notified, the declarant or his representative shall provide a separate set of data as set out in column I2 of Annex B of the UCC Delegated Regulation. (Articles 5(33), 171 and 172 of the Customs Code).
- The data set in column I2 must be submitted when the goods are at the designated railway crossing, but after the presentation notification (as referred to in Article 139(1) of the Code) has been lodged.
- The goods may be removed from the place of notification only after authorisation from Swedish Customs (Article 139(7) of the Code). The authorisation is Swedish Customs' decision to release the goods.
- Non-Union goods that have been presented to Swedish Customs are in temporary storage (Article 144 of the Code). Non-Union goods must be covered by a temporary storage declaration (Article 145 of the Customs Code, Article 192 of the Implementing Regulation, Chapter 6 Section 6, first paragraph and Chapter 6. 8 of the Provisions on Customs Matters).
