Amending an import declaration

If you discover errors in your customs declaration, you can request to have it amended.

Information on how to amend a declaration submitted in the old import system can be found further down the page.

Conditions for Swedish Customs to consider a request for amendment

If Swedish Customs has accepted your customs declaration but the goods have not yet been released, an application for amendment will not be considered by Swedish Customs if:

  • Swedish Customs has found incorrect information in your customs declaration before you have had time to submit an application for amendment.
  • You have been informed by Swedish Customs that a physical inspection will be carried out on the goods you have declared. Swedish Customs can only consider your request for amendment once the physical inspection has been completed and Swedish Customs has made a decision on the goods based on the inspection results, or Swedish Customs has verified the information.

If Swedish Customs has approved your customs declaration and the goods have been released, you can request an amendment within three years from the date on which the customs declaration was approved. After three years from the date on which the customs declaration was approved, you can no longer request to amend your customs declaration.

Amending a customs declaration via the online service

If you submitted your declaration in the Customs Declaration Import online service, you must also make your amendment in that service.

You can request an amendment digitally, regardless of whether the amendment affects your duties.
Please note that you must always submit supporting documents when requesting an amendment in the online service.

You can also use the online service to request an amendment of a customs declaration that you originally submitted via EDI. However, please note that you will then also receive your response via the online service.

Only the person who submitted the original declaration via EDI or the online service can request an amendment to the import declaration in the online service. This means that if a representative has submitted the declaration, only that representative can request an amendment to the declaration in the online service.

Amending a customs declaration via EDI

If you submitted your declaration via EDI, you must also request an amendment via EDI. You can also request an amendment via the online service Customs Declaration Import (see above). However, please note that you will then also receive your response via the online service.

If your request for amendment affects the number of goods items in the customs declaration, the original goods item number must be retained. For more information, see the declaration guide for data element 11 03 000 000.

Type of declaration and digital message

The type of digital message you use to correct or request an amendment via EDI and online services depends on the type of declaration you want to change and the message you used when you originally submitted the declaration.

A pre-lodged customs declaration where the arrival of the goods has not yet been reported and has the status Registered can only be corrected. For all other customs declarations, you must request an amendment to your customs declaration.

How to correct your customs declaration:

  • Standard pre-lodged customs declaration (IMDP), before you have presented the goods – IMDR message.
  • Pre-lodged customs declaration for low-value consignments (ILDP), before you have presented the goods – ILDR message.
  • Pre-lodged simplified declaration (IFDP), before you have presented the goods – IFDR message.

How to request an amendment of your customs declaration:

  • Standard customs declaration (IMDS) with Approved or Released status – IMDC message.
  • Pre-lodged standard customs declaration (IMDP), after you have presented the goods – IMDC message.
  • Customs declaration for low-value consignments (ILDS) with Approved or Released status – ILDC message.
  • Pre-lodged customs declaration for low-value consignments (ILDP), after you have presented the goods – ILDC message.
  • Simplified declaration (IFDS) – IFDC message.
  • Pre-lodged simplified declaration (IFDP), after you have presented the goods – IFDC message.
  • Supplementary declaration after simplified declaration (IKDS) – IKDC message.
  • Notification at EIDR (IEDA) – IEDC message.
  • Supplementary declaration after notification at EIDR (IKES) – IKEC message.

Change of declarant

You can change the declarant in import declarations. There are different procedures, depending on the type of declaration.

Annulling an import declaration

There is certain information in a declaration that cannot be changed without requesting that the customs declaration be annulled. One example is if you have declared your goods under the wrong customs procedure, in which case you must apply to have the declaration annulled.

There are different procedures, depending on the type of declaration and they type of entry that you want to correct.

Annulling a pre-lodged declaration

If you are filing a declaration in the new system, you can annul your pre-lodged customs declaration when it has the status ‘Submitted’ if the arrival of the goods is no longer to be reported.

Making changes in the old import system

If you have filed your tax return using the old import system, you can request an amendment in different ways depending on whether the change affects how much you have to pay or not.

  • If your change affects your fees, you can request an amendment on a new Single Administrative Document (SAD) or through a digital application via EDI.
  • If the change does not affect your fees, you can request an amendment through the Change import declaration details online service or on a new Single Administrative Document (SAD).

Changes that affect your duties

Examples of changes in the customs declaration that may affect what you have to pay:

  • New commodity code
  • New value
  • New mass (in case of mass-based duty)
  • Change of preference code
  • Adding or removing commodity codes.

Electronic application for an amendment submitted in the old import system

If you declare in the old import system, use the OMP message when requesting an amendment electronically. To send a request for an amendment electronically, you must have a Decision on approved tests for the OMP message in your authorisation for electronic data filing.

The OMP message can be sent on DNU, DNK, TNU and TQN and manually registered cases where we have approved your declaration. To correct a case via EDI where we have not yet approved your declaration, use DRT, TRT and TQR.

Electronic changes via OMP mean that you need to submit the entire declaration in a new version for all goods items and with the new, correct information.

In the free text box of data element 44 ‘Special information/Attached documents/Certificates and permits’ on the first goods item, enter the following:

  • The reason for the amendment
  • The nature of the amendment
  • The goods items that have changed.

It is important that you provide this information in goods item 1, the free text box of data element 44. In the field ‘Attached documents/Certificates and authorisations’, enter one or more codes followed by an identity number for the documents, certificates or authorisations on which the customs declaration is based, for example EUR.1 certificates.

Changes that do not affect your duties

You can request an amendment for the following changes:

  • Change information in cleared DNK, DNU, TNU and TQN that does not affect collection, supplemented with supporting documents.
  • Change information in cleared HNU and HNK that does not affect collection, supplemented with supporting documents.
  • Change location of goods code in a cleared import declaration
