Frequently asked questions – Goods arriving by rail

We answer frequently asked questions about goods arriving by rail using a transit declaration.

Notification

Yes, include:

  • Border crossing
  • Date
  • Time
  • Train number
  • Carrier.

Yes. You should include any cargo that will be subject to the customs declaration in the EU, goods in transit, and empty wagons.

We prefer that you use Swedish Customs’ form. If not, you must ensure that all necessary information is included and that your system does not include any redundant information.

Swedish Customs should have approved a draft to ensure that all the necessary information is presented clearly and in full. Please e-mail your draft to tke.stromstad@tullverket.se. Write “Test Rail Notification” in the subject line.

Presentation notification

Goods should be presented in accordance with Article 139 of the Union Customs Code immediately upon arrival in the customs territory of the Union.

Presentation notifications can only be submitting using a system-to-system solution.

The presentation notification should be submitted during the time when the goods are located at the indicated location, but prior to submitting I2.

Presenting goods to customs when an import declaration has been submitted prior to the presentation notification (I2)

An I2 should be submitted to request the clearance of a pre-lodged customs declaration in accordance with Article 171 of the Union Customs Code.

The I2 should be submitted during the time when the goods are located at the indicated location, but after submitting the presentation notification.

An I2 can be submitted via a system-to-system solution (IMDA or IFDA) or via the online service “Present goods”.

Inspections

Swedish Customs will engage in a dialogue with affected economic operators with regard to the procedures for physical inspections.

Transit

Transit procedures should be used in the following cases:

  • Goods arriving from countries other than Norway
  • The customs declaration cannot be pre-lodged
  • When necessitated by the chosen customs procedure.

Date/schedule

The new requirements are implemented on 1 October, 2024. Until then, the current procedures should be used when filing data.
