Authorisation as consignor for Union transit

Authorised consignors may initiate transit procedures without visiting a customs clearance office.

The authorised consignor is responsible for the procedure and should have control over the goods and the means of transport. The authorised consignor should guarantee that the goods remain at the location where the transit procedure is initiated, in the event that Swedish Customs wish to inspect the goods.

Who is eligible to be authorised?

Swedish Customs can authorise an authorised consignor for Union transit when the following criteria are met:

  • The company must have an EORI number.

  • The company should be etablished in the EU.
  • The company must hold an authorisation to use a comprehensive guarantee.

  • The company must intend to initiate transit procedures in Sweden.
  • The company should regularly use the Union transit procedure.
  • The company must meet the compliance criterion in article 39 (a) of the Union Customs Code.

  • The company must meet the accounting and logistics system criterion in article 39 b of the Union Customs Code.

  • The company must meet the competence criterion in article 39 d of the Union Customs Code.

  • Swedish Customs should have the means to perform customs supervision without requiring administrative arrangements that are not in proportion with any benefits derived from the authorisation by the company. The company should ensure that it is able to correctly execute the procedure, for example by demonstrating that it has documented manuals for the practical execution of the procedure.
  • The company should indicate any taken identification measures. In most cases, the transited goods should be sealed. To use the authorisation, the company need an authorisation to use seals of a special type.

  • The company should have the means to communicate electronically with Swedish Customs. For this, the company needs an EDI system that is connected to the NCTS. The company also needs to register to communicate via EDI (TVEDI).

How to apply

Apply for authorisation in the EU Customs Decisions System, CDS. This is also where you will receive your decision and any other messages from Swedish Customs with regard to your application.

To access the CDS, you need authorisation to use the online services on tullverket.se. If your company currently does not have access to the online service, please apply immediately, in order to gain access in time to apply for authorisation.

Amending your authorisation

If you need to make amendments in your authorisation for an authorised consignor, please use Swedish Customs’ Decision System (CDS). To access the system, you need authorisation to use the online services on tullverket.se.

Location code belonging to a third party location

If you want to add a location of goods code belonging to a third party location, you must also show that you have provided the staff at that location with procedures to act on your behalf.
