Presentation notification for goods and temporary storage declarations

Goods must always be presented when they arrive in the customs territory of the Union. Temporary storage declarations should at the latest be submitted as the goods arrive, and may be submitted in various forms. Indicate the place where the goods are presented, and the place where the goods are temporarily stored. The goods are presented differently depending on the means of transport.

When non-Union goods arrive in Sweden by air, a presentation notification should be sent digitally to Swedish Customs. The goods included in the presentation notification should be described in a digital Temporary Storage Declaration (TSD). This applies to goods:

  • Arriving directly to Sweden by air from a country outside of the EU that are unloaded in Sweden;
  • Arriving to Sweden by air from a country outside of the EU, after first arriving in an EU Member State without being reloaded or unloaded.

The presentation notification is either submitted as a separate message with reference to a pre-submitted temporary storage declaration. Alternatively, the presentation notification is submitted in a declaration for temporary storage on arrival.

There are three types of Temporary Storage Declarations (TSD):

  • TSDP, which is pre-lodged and filed with a separate notification presentation notification.
  • TSDS, lodged on arrival, is a combined TSD and presentation notification.
  • TSDS, lodged on arrival, where an electronic transport document has been used as a transit declaration (ETD consignments), where the goods were presented in the first EU country of arrival.

For goods arriving by rail from Norway, the importer can pre-lodge a customs declaration. The pre-lodged customs declaration constitutes a temporary storage declaration. The carrier should lodge a digital presentation notification when the goods have arrived at the designated location.

For goods that arrive by road from Norway, will it be possible to digitally present goods at customs offices? It will also be possible to submit a digital I2 message. However, during a transition period the practical procedure will consist of the driver submitting a manual presentation in the form of the single administrative document (SAD) on paper, which fulfils the data requirements for presentation notification of goods.

At unmanned border border crossings, it will also be possible to submit both a digital presentation notification or a digital I2 message. During a transition period, Swedish Customs will accept the email notification made one hour before the border crossing as a condition for route and time exemptions (operating authorisation). Submitting a digital notification of arrival of goods and activating the customs declaration with a digital I2 message will be required. More information about the introduction of this requirement will be provided presently. Notification via e-mail will still be required as a condition for an operation authorisation.

Temporary handling will be replaced by digitalised border crossing when this is introduced on the basis of the joint EU project (EU Smart Border) that the European Commission intends to include in the Multi-Annual Strategic Plan (MASP).

Transit

Goods arriving at an authorised consignee in Sweden under the transit procedure are declared according to the current regulation. The goods are in temporary storage from the time of the presentation notification in the NCTS. The data in the transit declaration together with the presentation notification and the request for unloading constitute a declaration for temporary storage.
