Receive and end a TIR transit

If you are an authorised consignee for TIR operations, you may receive and unload TIR consignments at your temporary storage facility or customs warehouse.

A TIR Carnet always accompanies a TIR transport

When a TIR transport arrives in the EU, the TIR Carnet and the goods must be presented at the customs office of entry (for example, a customs office in Bulgaria). The customs officer initiates a transit procedure for the goods in the NCTS. The driver is then also issued with a transit accompanying document to present, together with the TIR Carnet, upon arrival at a customs office of destination or an authorised consignee.

A TIR consignment arrives

As an authorised consignee for TIR operations, you must:

  1. indicate that the TIR transport has arrived by reporting the MRN number for the transit in NCTS
  2. wait for unloading permission before breaking the seal an unloading the goods (Swedish Customs must be able to inspect the cargo before it is unloaded)
  3. check that the details in the transit accompanying document match what you have unloaded
  4. submit the unloading remarks for the goods in NCTS (if NCTS is not working, use the fallback procedure:
    Fallback procedure – completing a transit (in Swedish)).

On the TIR Carnet, enter the warehouse’s identity and the unloading result in the appropriate place in field 10 on the green section, see image below. Please write in English.

  • Location code. Enter a) the location code for the warehouse that has received the goods in transit , and b) the MRN for the import customs declaration or warehouse declaration, if this information is available.
  • Unloading results. Enter a) ’no discrepancies’ or b) ’discrepancy’ and number of packages/weight received.
  • Stamp. Certify the details with your company stamp and signature.

Note: Alternatively, you may provide the driver with a separate document containing the unloading results instead of signing the TIR Carnet.

What happens to the TIR Carnet?

As the goods are covered by both an NCTS registration and a TIR Carnet, the TIR Carnet must also be finalised. You cannot do this as an authorised consignee of TIR; instead, the TIR Carnet must be stamped by a customs officer and finalised in the TIR system at a customs office.

The driver will probably wish to hand in the TIR Carnet at a customs office themselves. In that case, you return the TIR Carnet after certifying that you have unloaded the goods by entering the unloading details on the TIR Carnet or on a separate document.

If the driver has left the TIR Carnet with you in connection with the unloading of the goods, it is important that you hand over the TIR Carnet to a customs office.
