How to file information in the import control system, ICS2 (S2S)

To submit information in the Import Control System (ICS2) your company needs access to the system and you must successfully complete the conformance tests.

Prepare by reading the ‘Conformance Test Organisation Document for Economic Operators ICS2 CTOD for EOs' document. This, and other documentation, can be accessed from the website of the European Commission.

Follow these steps:

Follow the steps below to start filing data in ICS2.

1. Applying for an EORI number

The conformance tests should be carried out in the country that issued the company’s EORI number. Companies with a Swedish EORI number should contact Swedish Customs.

EORI stands for “Economic Operator Registration and Identification” and is a unique registration number, which should be provided when engaging in any customs related activity in the EU.

2. Request access to Swedish Customs' online services

Request access to Swedish Customs’ online services and register an account manager.

Apply here if your company does not already have an access to Swedish Customs’ online services.

3. Order and register certificates

You need two types of certificates: a signature certificate and a TLS certificate. Click on each heading to find out how to order the certificates.

Download a signing certificate via Swedish Customs' online services.

A signature certificate from a qualified trust service provider can also be used. See information under the heading Signature certificate for companies without TVEDI (communication via EDI).

After receiving the login details (step 4), you will need to register the signing certificate in UUM&DS.

Go to the website of the European Commission. Select a qualified trust service provider and download the signature certificate.

Please note that the certificate should be one of the following types:

  • Certificate for electronic signature
  • Qualified certificate for electronic signature
  • Certificate for electronic seal, or
  • Qualified certificate for electronic seal.

After receiving the login details (step 4), you will need to register the signing certificate in UUM&DS.

The TLS certificate is used to identify systems. Your company may use a TLS certificate issued by a qualified trust service provider. If your company does not have a TLS certificate, you may order one from a qualified trust service provider.

4. Schedule conformance tests

Send an e-mail to ICS2.helpdesk@tullverket.se indicating that you wish to perform conformance tests for ICS2. You will receive an e-mail with information about how to access the test environment.

Please include the TLS certificate to be verified by Swedish Customs in your e-mail.

5. Preparing conformance tests

You will receive credentials and access to a test environment when you have scheduled the tests.

Prior to performing the tests, you need to set up communications with the central systems. You will need a signature certificate and a TLS certificate (see step 3). Setting up communications is often time-consuming. It is advised to begin immediately upon gaining access to the test environment.

6. Perform conformance tests

The conformance tests should be performed in the scheduled 2-month period (the period includes setting up communications, as indicated in step 5).

7. Subscribe to operational information

All operators connecting to ICS2 should subscribe to ICS2 operational information, in order to receive information on operational disturbances for both the ICS2 production environment and the conformance test environment.

Operators should also follow the European Commission's group on Circa BC where up-to-date documentation on ICS2 is published and other information is available. You can find the documentation under the ‘Library’ tab.

8. Send messages in the live environment

The company shall perform all mandatory business scenarios for its role in order to achieve an approved self-conformance test campaign (CT campaign). Coordination for approval takes place with the ICS2 Helpdesk. The company will be given access to the production environment after verification of approved CT campaign.

Once the company has successfully completed the conformance tests, it can send messages in the production environment. Complete the following steps to send messages in the production environment:

  • Assign privileges: The account manager should assign privileges in Swedish Customs`online services to users that will access UUM&DS* and STI/STP**.
  • Register the company`s signing certificate in UUM&DS: The certificate that was previously registered in the test environment should now be registered in the production environment. This can be done in TAXUD`s authentication portal on the website of the European Comission.
