Pre-departure declaration containing information from the export declaration

You must provide the security and safety information (pre-departure declaration) in the export declaration. You must submit this digitally to Swedish Customs.

As the declarant, you should draw up the export declaration or re-export declaration and are responsible for submitting a pre-departure declaration. You may hire a representative to help you; however, you must draw up a power of attorney between your company and the representative.

Consignments to Norway, Switzerland, Liechtenstein and Andorra are exempt from the requirement to submit a pre-departure declaration under agreements between the EU and the respective countries (Liechtenstein does not have its own agreement but is covered by the agreement with Switzerland).

Different deadlines for different modes of transportation

When submitting an export declaration, you are requesting to clear your case at the export customs office. The deadline is calculated from the time of requesting clearance, i.e., when the goods are declared for export.

The deadlines for submitting your pre-departure declaration vary depending on how your goods are transported.

By sea

The deadline for shipping depends on how the goods are loaded on the ship:

  • Containerised cargo: 24 hours before the goods are loaded onto the vessel by which the goods are to leave customs territory of the union.
  • By bulk or batch: 2 hours before the ship leaves the final port in the customs territory of the Union.

Exemptions for transport by sea

If the goods are transported by container between the EU and Greenland, the Faroe Islands, Iceland, ports in the Baltic Sea, the North Sea, the Black Sea, the Mediterranean Sea or all ports in Morocco, as well as ports in the United Kingdom, the Channel Islands and the Isle of Man, you must submit a pre-departure declaration 2 hours before the vessel leaves the last port in the EU.

By air

For transport by air, you are required to submit a pre-departure declaration within 30 minutes of departure from the airport from which the aeroplane leaves the EU.

By road

For transport by road, you must submit a pre-departure declaration no later than one hour before the goods are due to leave the EU.

By rail

For transport by rail, you must submit a pre-departure declaration, no later than two hours before the goods are due to leave the EU.

In cases of combined transportation, i.e. the goods are transferred from one mode of transportation to another, the deadline should be calculated based on the mode of transportation that exits the EU. For example, if the goods are transported by car and subsequently loaded onto a ship, you should calculate the deadline based on the provisions for maritime traffic.
