Movement of goods
When goods are moved during the customs warehouse procedure without a transit movement, it is referred to as a movement.
When can goods be moved?
Goods can be moved if the following two conditions are met:
- The goods should be placed under the customs warehouse procedure.
- The current movement is stated in the records of the customs warehouse. There should be clear information stating that the goods are “under movement” and not at the storage facility.
Movement between different locations
You can move goods between the following locations:
- Different storage facilities indicated in the same authorisations, i.e., a customs warehouse authorisation with multiple locations.
- Different customs warehouses, i.e., multiple customs warehouse authorisations.
- The customs office where the the goods are released into the customs warehouse procedure and the customs warehouse.
- The customs warehouse and the customs office where the customs warehouse procedure is discharged
From a customs warehouse to a customs office of exit.
Different time limits apply to each movement
- The time limit for movements from a storage facility is 30 days.
- Movements from the customs office of entry to the customs warehouse should happen promptly.
- The time limit for updating records when moving to a customs office of exit is 100 days.
When is movement necessary?
These are five examples of situations where movement may be necessary. In all cases it is important to be aware that the warehouse records must clearly state that the goods are being moved.
At the border
When you want to place goods under a customs warehousing procedure directly at the border with Sweden. In this case, the goods are under the customs warehousing procedure even during transport to the customs warehouse.
From temporary storage to a customs warehouse
When goods in a temporary storage facility are placed under a customs warehousing procedure. In this case, the goods are under the customs warehousing procedure even during transport to the customs warehouse.
Between different customs warehouses
When you want to move goods from one customs warehouse to another, you must first discharge the first customs warehousing procedure by placing the goods under the customs warehousing procedure and declaring the new warehouse. In other words, you need to submit a new customs declaration before the movement starts. In this case, the goods will remain under the customs warehousing procedure during transport to the new customs warehouse.
Between storage places within the same customs warehousing authorisation
When moving goods between different storage places within the same authorisation, this must be indicated in the records. There is no standard customs declaration or transit movement in these cases.
From customs warehouse to a customs office of exit
You can move goods from your customs warehouse to the customs office of exit when you re-export from the warehouse. The important thing to remember is that the holder of the authorisation is responsible for the goods until they have left the customs territory of the Union. This does not mean that the customs warehousing procedure ends when a re-export declaration is lodged, but the customs warehousing procedure only ends when the goods have left the Union.
