Centralised customs clearance for import (CCI)

Centralised Clearance for Import means that a company authorised for Centralised Customs Clearance (CCL) can send its import declarations to a Member State, regardless of where in the EU the goods are physically located when they are declared for import.

Centralised clearance is being introduced in two stages. The first stage covers standard customs declarations, pre-lodged standard customs declarations and requests for amendment to standard customs declarations.

Work is ongoing to finalise the second part of centralised clearance, which includes, for example, simplified and supplementary declarations and registration in the declarant's records. The planned introduction date in Sweden is 1 September 2026.

Authorisation for Centralised Customs Clearance

A authorisation for Centralised Customs Clearance (CCL) is required to use centralised clearance for imports. To apply for authorisation, the applicant must first have a valid authorisation as an authorised economic operator for customs simplifications (AEOC).

The Centralised Customs Clearance (CCL) authorisation must be applied for in the country where the applicant is established. The authorisation specifies the Member States in which you may use it and, for example, the procedures, types of declarations, goods and locations to which it applies.

Things to keep in mind

Customs declarations must be sent to the supervising customs office in the country where you are established and have been granted your authorisation. The customs office responsible for the place where the goods are physically located when they are declared for customs procedures is called the customs office of entry. The two customs offices cooperate and exchange messages about the declaration and any checks digitally in real time. This is to determine whether the goods can be released or not. In Sweden, Arlanda (SE092714) will be both the supervising customs office (SCI) and the customs office of entry (PCI)*.

*Centralised clearance can be used for both imports and exports, but there is no equivalent to SCI and PCI for exports. In that case, the terms SCO and PCO are always used. For imports, you may encounter SCO, SCI, PCO and PCI.
