EORI

EORI stands for “Economic Operator Registration and Identification” and is a unique registration number, which should be provided when engaging in any customs-related commercial activity in the EU. An economic operator should only have one EORI number.

Applying for and receiving an EORI number is free of charge. If an EORI number is missing during a customs activity, no fees will be charged. However, an application for an EORI number needs to be submitted.

What are the situations where an EORI number is needed?

An EORI number is required, for example, when an economic operator established in the EU

  • is listed as the consignee, declarant or representative in a customs declaration for imports from countries outside the EU
  • is listed as the exporter, declarant or representative in a customs declaration for exports to countries outside the EU
  • submits a summary entry or exit declaration when transporting goods to or from countries outside the EU
  • is listed as the carrier in an export or transit declaration
  • uses digital border crossing when exporting to Norway
  • is declared as primarily responsible in a transit customs declaration
  • operates a temporary storage unit
  • applies for a permit.

An EORI number is required, for example, when an economic operator that is not established in the EU

  • submits a summary entry or exit declaration when transporting goods to or from countries outside the EU
  • is listed as the carrier in an export or transit declaration
  • is declared as primarily responsible in a transit customs declaration.

An economic operator established in a country outside the EU cannot be the declarant or exporter in a customs declaration. The fact that an economic operator is registered for VAT in Sweden does not confer status as established in the EU. An indirect representative may be required.

Private individuals

A private individual importing goods for their own use does usually not need an EORI-number. An exception is made for imports of goods covered by the Carbon Border Adjustment Mechanism (CBAM). For private individuals, the code PRIVA, Natural person without an EORI number, must be entered in data element 12 02 008 000, “Additional information,” in the standard customs declaration.

Temporary admission

An economic operator established in a country outside the EU who imports goods for temporary admission with subsequent re-export does not need an EORI number.

In which EU country should the EORI application be submitted?

An economic operator shall only hold one EORI number, which shall be used in all EU Member States. An economic operator established in an EU country shall always apply for an EORI number in the country of establishment. An economic operator established in a country outside the EU shall apply for an EORI number in the EU country where the first customs activity takes place.

Subsidiaries of foreign companies

As a subsidiary is not considered a separate legal entity in Sweden, it cannot be assigned an EORI number. Instead, a subsidiary must be linked to the EORI number of its foreign parent company. In Sweden, all subsidiaries have an organisation number beginning with 5164. To link a subsidiary to a parent company, please send a request by email to:

Parent company established in another EU country

The foreign parent company applies for an EORI number in the country where it is established. The subsidiary can then be linked to the foreign company's EORI number. A subsidiary must be linked by the customs authority in the country where the subsidiary is established.

Parent company established in a country outside the EU

A parent company established in a country outside the EU that has a subsidiary in Sweden can apply for an EORI number in Sweden. The application must state that the company has a Swedish subsidiary, which means that the holder of the EORI number is granted status as established in the EU. When the subsidiary submits a customs declaration, it must state the parent company's EORI number.

What does an Eori number look like?

EORI numbers assigned in Sweden consist of the country code SE + 10 digits; for example, SE1234567890. For economic operators established in Sweden, the ten digits will usually be their Corporate Identification Number (CIN) and for sole traders it is their Personal Identity Number. For economic operators established in countries outside the EU, the EORI number begins with 444 or 5020 depending on whether the applicant is registered for VAT in Sweden or not.

Confirm if a Swedish EORI number is valid by entering SE + Corporate Identification Number (CIN)/Personal Identity Number, for example SE123456890, on the European Commission’s website.
Validation of EORI numbers

the holder of the EORI number chose to ‘Publish’ the number at the time of application, the name and address will be displayed in addition to the validity of the number. If the holder of the EORI number chose ‘Do not publish’, only its validity will be displayed. The publication status can be changed at the initiative of the holder by emailing:

What should be included in an EORI application?

Applicant is established in Sweden

Non-profit organisations, religious communities, other foundations and funds, etc. must attach a registration certificate in order to submit an application. Limited companies, trading companies, limited partnerships and sole proprietorships do not need to attach a registration certificate.

Applicants based outside the EU

Applicants based outside the EU must enclose a registration certificate in order to submit an application. Swedish Customs also needs to see transport documents, invoices or similar documents to ensure that the applicant's first customs activity in the EU is in Sweden.

Representative applying on behalf of another party

A representative applying for an EORI number on behalf of another party must provide their Corporate Identification Number/Personal Identity Number, first name and surname, and email address. Upon request from Swedish Customs, the representative must be able to present the power of attorney that must have been drawn up between the representative and the applicant before the application for the EORI number was submitted.

Apply for an Eori number

To apply for an EORI number on behalf of a Swedish economic operator, the applicant must present electronic ID.
If the applicant is a foreign economic operator applying for an EORI number, no identification is required; Swedish Customs will carry out other checks.

Most EORI applications are processed automatically within an hour. Applications that are selected for manual processing are handled within one week.

When applying for an EORI number, the applicant is registered in the Swedish Customs' national database. When an EORI number is assigned, the applicant is also registered in the EU's central EORI database.

Linking VAT number or subsidiary to Eori number

If an economic operator wishes to link a VAT registration number or a Swedish subsidiary, the holder of the EORI number or their representative should email the request to Swedish Customs at:

Edit company data

Economic operator based in Sweden

If an economic operator's name or address changes, Swedish Customs will automatically receive this information from the Swedish Companies Registration Office and the Swedish Tax Agency. The EORI holder does not need to inform Swedish Customs of the change.

Economic operator based outside the EU

If the company’s information changes, the holder should email their request to Swedish Customs at:
