Entry summary declarations for goods consignments transported by air

Entry summary declarations should be submitted for all goods from third countries that are transported by air. Prior to the flight's departure, the entry summary declaration should be submitted to the member state where the goods enter the Union via the Shared Trader Interface (STI). The transport undertaking is responsible for submitting the entry summary declaration.

Operators are given a period to transition to the new system:

  • Air-traffic operators: transition period from 1 March until 30 June 2023;
  • Postal and express consigners and other house level filers: transition period from 1 March until 2 October 2023.

If the transition is not complete by 1 March, the operator must contact Swedish Customs and request approval for their transition schedule. Please follow this procedure:

  • Contact Swedish Customs by e-mail: ics2.helpdesk@tullverket.se and indicate that you are requesting an extension
    The request should contain:
    - Name and EORI number;
    - Role/type of economic actor (air traffic, express, postal, house level filer);
    - Start and end date of the transition period
    - ICS2 R2 go-live date.
  • The request may be submitted in Swedish or English.

Goods entering the European Community must be declared in advance using an entry summary declaration.

Provide the following information:

A complete set of information is provided prior to loading: a pre-loading declaration, including a minimum data set or a complete entry summary declaration, is required for all goods.

Multiple filing, i.e., when information is submitted at different levels, including by different filers, within the same entry summary declaration is permitted.

How to submit information

The entry summary declaration should be submitted in the Common Repository. The information should be submitted to the member state where the goods enter the customs territory of the Union using the Shared Trader Interface (STI). To submit the information, your company needs access to the system and you must successfully complete the system tests.
