This page has answers to the most common questions regarding the Proof of Union Status system (PoUS).

How long does it take to receive an approval/authentication and MRN in PoUS?

Unfortunately, it is not possible to answer this as it depends entirely on the nature of each individual case.

Is there an automatic validation in the system if the case is correct?

Some of the information in the notification is automatically validated, but some manual handling may also be required.

Is there any difference between issuing a T2L or T2LF in PoUS if I am authorised as an authorised issuer of customs status certificates (ACP) or if I do not have an authorisation?

Authorisation holders as authorised issuers are only required to register certificates in the PoUS system. Those companies that do not have an authorisation as an authorised issuer should instead request certification of the T2L and T2LF customs status documents in the PoUS system. This means that fewer controls are required for cases submitted via authorisation holders.

Whether a company is an authorisation holder or not, the same type of information must be submitted in the system.

What rules apply when the value of the goods is less than EUR 15 000. Are T2L or T2LF not required?

If the total value of the does does not exceed EUR 15 000, you can still use invoices and transport documents as Proof of Union Status, even after Phase 1 of the PoUS has been launched. This assumes that these documents contains the necessary information to be considered as Proof of Union Status and should only include Union goods. These do not need to be registered in the PoUS system. However, this does not prevent the registration of Proofs of Union Status (T2L/T2LF) in the PoUS system for goods with with a value that is less than EUR 15 000.

How do you access the PoUS system?

You can find the PoUS system among Swedish Customs’ online services. Then your company's authorization administrator must give you access to the PoUS system. All companies that need to have a T2L or T2LF authenticated and registered can apply for access to PoUS via Swedish Customs' online services.

Are there any transitional rules linked to the introduction of PoUS phase 1?

No, there are no special transitional rules about this. From 1 March, all EU Member States will switch to PoUS at the same time. However, any T2L and T2LF issued under the current management (on paper) and before 1 March, may continue to be valid until they are used or their validity period has expired. These do not need to be registered in the PoUS system.

What to do if the PoUS system is down due to operational problems?

If the system is down due to operational problems, businesses can request retroactive authentication of T2L and T2LF certificates. This can be done once the system is up and running again.

Will accredited certificate provider (ACP) authorisations be reassessed?

Swedish Customs will reassess current ACP authorisations for accredited certificate providers as part of the introduction of phase 1 of PoUS. Affected authorisation holders will be contacted by Swedish Customs.
