Reduction of the comprehensive guarantee

The guarantee to be provided can be reduced, provided all relevant conditions and criteria are met.

The reduction is based on the reference amount determined by Swedish Customs during the processing of your authorization application.

If you are providing a comprehensive guarantee for other fees, such as VAT, the requirement for a guarantee is based on a risk assessment. This guarantee is therefore not assessed according to the following text.

Existing debts

For a comprehensive guarantee for existing debts, for example in the case of release for free circulation, a reduction can be granted up to 30% of the reference amount for companies holding AEO authorizations for customs simplifications.

Debts that may arise

For a comprehensive guarantee for debts that may be incurred, such as under special procedures and temporary storage, a reduction can be granted of 50%, 30% or 0% of the reference amount. The applicant for the reduction of the comprehensive guarantee must explain how the conditions are met.
Companies with AEO authorization for customs simplifications are normally considered to meet the conditions for reduction. However, a review of the company’s equity is always carried out by Swedish Customs.

50 % reduction

To be eligible for a reduction to 50% of the reference amount, the company must

  1. Have an accounting system based on recognized accounting principles
  2. Have an administrative organization capable of managing the flow of goods and internal controls to detect errors and illegal transactions
  3. Have fulfilled its financial obligations during the previous three years
  4. Be in good financial standing over the lprevious three years.

Reduction to 30%

To be eligible for a reduction to 30% of the reference amount, the company must

  1. Have a bookkeeping system based on recognized accounting principles
  2. Have an administrative organization that can manage the flow of goods and internal controls to detect errors and illegal transactions
  3. Have fulfilled its financial obligations over the previous three years
  4. Have been in good financial standing during the previous three years
  5. Inform the customs authorities if there are problems with compliance.

Exemption from the obligation to provide a guarantee

To be granted an exemption from the obligation to provide a guarantee, the company must

  1. Have an accounting system based on recognized accounting principles
  2. Have an administrative organization that can manage the flow of goods and internal controls to detect errors and illegal transactions
  3. Have fulfilled its financial obligations for the previous three years
  4. Have been in good financial standing during the previous three years
  5. Inform the customs authorities if there are any compliance problems
  6. Have physical access to its accounting system, and any business and transportation systems
  7. Have a logistics system that can distinguish between EU and non-EU goods
  8. Have procedures to manage licenses and permits (where applicable)
  9. Have procedures for archiving and protection against loss of information
  10. Have security measures to protect the company’s computer system from intrusion and to secure the company’s documentation.
