Guide for arrival notification (IE007) for goods in transit

When the goods arrive at the place indicated in the authorised consignee authorisation, the consignee must immediately send the 'Arrival notification' message (IE007) to the customs office of destination, indicating any irregularities or incidents that have occurred during the transport (e.g. broken seals).

The goods must be presented within the time limit set by the customs office of departure.

Data where a data element number is entered in the header (e.g. 12 12 000 000) corresponds to that data element in the transit declaration.

Fill in the following information:

Transit operation

Here you enter the MRN number of the transit declaration whose goods are to be presented at the customs office of destination.

Arrival notification date and time.

Here you should enter the number 1 = Yes, simplified procedure

  • Enter ”0” if no incident has occured during the transport.
  • Enter ”1” if something has happened during the transport.

If you enter code 1, you must provide additional information. See description below under the section Incidents.

Authorisation

Here you should indicate your authorisation for the simplified procedure.

Please provide the following information:

  • Reference number – 12 12 001 000
    Indicates the reference number of the current authorisation.
    Authorisations for authorised consignees for Union transit always start as follows:
    • Kod C522 = SEACESE009251….
    • Kod C520 = SEACTSE009251….

Customs office of destination (Actual)

Here you should enter the customs office where the transit is to end.

Please provide the following information:

  • Reference number – 17 05 001 000
    Enter the customs office reference number.

    As an authorised consignee in a simplified procedure, always enter the reference number for Malmö, SE000050.

Please provide the following information:

  • Identiification number
    Enter your EORI-nummer.

  • Communication language at destination
    Here you can specify the language used at the destination. See code list CL192. If not specified, the system will automatically select the customs office's default language.

Consignment

Indicate the place where the goods will be declared and available for control.

In case of simplified procedure, you indicate the following:

  • Type of location: B
  • Code of identification: X
  • Additional identifier: Freight location code
  • Economic operator identification number: EORI-number

Please provide the following information:

  • Type of location
    Enter type of location:
    • B – Authorised location

  • Qualifier of identification
    Here you enter a code to identify the location.
    • X - EORI- number

  • Additional identifier
    • Enter your location code (Freight location code).
  • Economic operator
    • Enter your EORI number as authorised consignee.

The data shall only be provided where the incident has been noted by the competent customs authority on the transit accompanying document (TAD).

After the transition period, it is not possible to register incidents in arrival message IE007 but these should be handled in other messages.

Here you can indicate if something happened during the transport, such as an accident, a change of means of transport or broken seals.

  • Type
    Enter current code for the incident. Code 1-6, see code list CL019.
    • If you enter code 2 or 4, it is mandatory to enter Transport equipment.
    • If you enter code 3 or 6, Transport equipment is optional but Transhipment is mandatory.
    • If you enter code 1 or 5, do not enter data in either Transport equipment or Transhipment.

  • Endorsement
    Enter date, competent authority, location and country. This information is optional.

  • Location
    Enter code for the identification method:
    • U = UN/LOCODE
    • W = GPS coordinates
    • Z = Free text

  • Country
    Enter the country code where the incident occurred. Code list CL009.

Here you can specify whether the incident involves the whole shipment or only one container.

  • If you have entered code 2 or 4 for incident, Transport equipment is mandatory.
  • For code 3 or 6, the information is optional.
  • For the remaining codes, Transport equipment should not be indicated.

Note that the term container also includes trailers, semi-trailers, swap bodies and containers intended for air transport.

Please provide the following information:

  • Container identification number – 19 07 063 000
    Here you enter the container numbers covered by the incident.

    Please note that you cannot use the letters Å, Ä, Ö or special characters other than spaces and hyphens.

  • Number of seals
    Here you enter the number of seals, if any.

Here you indicate if a seal is broken and the number of the new seal.

If you have entered code 3 or 6 in "Incident", this information is mandatory. For other codes, this information is not required.

Enter one of the following codes:

  • 1 = Shipment is reloaded into container
  • 0 = There has been no transhipment to container

If you enter code 1 here, it is compulsory to enter Transport equipment information.

    The normal code for maritime transport is 10, which should be followed by the IMO number in the data element Identification number.

  • Here you enter the identification number of the means of transport. The following identification data can be entered depending on the means of transport used:

    Enter the registration number or name of the means of transport on which the goods will be loaded. If a tractor unit with a trailer is used and these have different registration numbers, you must enter the registration numbers of both using the respective identification type codes. Please note that only capitals and numbers may be used.

  • Nationality
    Enter the country code of the means of transport.
