EORI number, business registration number is permitted as an alternative

As a temporary solution, Swedish Customs allows operators to use the business registration number instead of the EORI number until 15 September 2010, to prevent that import or export declarations are rejected.

All operators who do not have any valid authorisations with Swedish Customs have to apply for an EORI number as soon as possible. The solution to use the business registration number is introduced to give operators extra time to apply. The temporary solution can also be used by operators who have applied for an EORI number in Sweden, but who have not yet received a number.

Transit movements


As before, operators registered in Sweden who start NCTS transit movements using a comprehensive guarantee or a guarantee waiver must provide the EORI number of the principal to be allowed to use this guarantee. The guarantee system requires an identification number/EORI number, even though we currently do not validate the number against the EORI database.

As regards other transit declarations submitted via NCTS, there are still some issues to be solved in Sweden regarding the validation of EORI numbers. Therefore, the requirement for an EORI number on these declarations will be introduced at a later date.

For T1 and T2 transit movements where Sweden is the country of departure and the principal is established in an EFTA country, and where a guarantee from that country is used, the Trader Identification Number, TIN, linked to the guarantee must be provided. In Sweden, this mostly applies to Norwegian operators.

For a TIR carnet, the principal (the holder of the carnet) must be identified with an EORI number. Swedish Customs recommends that the TIR holder ID is provided somewhere else in the NCTS declaration, for example in the box ‘Additional information´, to minimise the risk of interruptions in the flow of goods.

Foreign operators with authorisations issued by Swedish Customs


Foreign operators with one or more authorisations issued by Swedish Customs have Swedish business registration numbers starting with the figures 444, 5020, 516 or 302. Some of these operators still have to use this current Swedish registration number to identify their business, even if they have applied for and been assigned an EORI number in another Member State. At present, EORI numbers assigned by other Member States cannot be used. Customs is currently working to contact all operators concerned.

However, foreign operators who have applied for and been assigned an EORI number in Sweden can choose whether to use the EORI number or their previous number.

Background


The EORI registration system was introduced in the EU on 1 July 2009. EORI is a common EU database holding information on operators involved in customs related activities. Operators established in Sweden who on 31 May 2009 had one or more valid authorisations issued by Swedish Customs have automatically been assigned an EORI number (SE + the business registration number) without having to apply for it.
