Which operators need an EORI number?

The following types of operators (apart from the exceptions listed below) have to provide an EORI number as from 15 September 2010.

Operators for which an EORI number must be provided

Entry and exit summary declarations

  • The person lodging a summary declaration
  • The person lodging a diversion request

Customs import declaration

  • The consignee
  • The declarant
  • The representative

Customs export declaration

  • The exporter
  • The declarant
  • The representative

Customs transit declaration

  • The principal

Person operating a temporary storage facility

Anyone applying for authorisation

Anyone applying for an AEO certificate

Exceptions

Individuals importing or exporting goods for their own use. See also under ‘Individuals´ below.
Operators from countries outside the EU importing goods temporarily and subsequently re exporting them. (For the importation, the Customs Procedure Code should refer to a temporary procedure. The exception does not apply if you use a Customs Procedure Code starting with 40. When the goods are re exported, the Customs Procedure Code should start with 31 for the exception to apply.)

Sole traders

Please note that sole traders carrying out customs related activities must have an EORI number.

Individuals

Individuals do not need an EORI number when importing or exporting goods for private use. Examples of goods for private use are:

  • personal belongings of people moving their normal home to the EU
  • consignments containing gifts for personal use
  • other goods intended for private use, including products bought for example on the Internet.

Our national rules, stating that Swedish individuals must provide their personal identity number (for individuals of other nationalities, their date of birth) for all import and export transactions where the value of the goods exceeds 10 000 SEK, still apply.

Please note that sole traders carrying out customs related activities must have an EORI number.

A new national code, PRIVA ‘Natural person without EORI number´, will be introduced. The PRIVA code is to be entered in box 44 ‘Additional information´ in the customs declaration when the consignee/declarant or the exporter/declarant is an individual who is not an economic operator.

Individuals who have neither an EORI number, nor a Swedish personal identity number are to enter a country code (other than SE) followed by their date of birth — for example DE + 19560903 (YYYYMMDD), for import or export transactions.
